Hartiel's freaky magical quill

When using Hartiel I will use the Darkred color

Thin and heavily robed, his eyes are thin slits, a mockery of a human face surrounds them. His tounge is forked and his skin is pulled tight over his features. The skin is marked with half formed scales and feels smooth to the touch. His thin fingers taper to sharp claws that can rend flesh with the least bit of effort.
Weapons:Chain of barriers: This magical spiked chain is imbued with superior sentience and intelligence. Hariel often consults it when he is alone and can be heard having deep conversations with it. Like any weapon that has achieved self actualization the spiked chain will only obey a wielder whom it deems worthy. Hariel is the only such person to have so far coerced it to be weilded. The two are quite freindly and the spiked chain strikes at anyone other then Hariel who tries to touch it. Hariel can at any time command the Chain via their telepathic link and command it to create a wall of chains. The wall of chains is merely the extension of the original spiked chain and continues to posses its intelligence. In this form the chain has many blades and whiplike appendages to employ and defend Hariel while he casts a particularly long ritual magic or makes a plea to his serpentine god.
Armor: Hariel does not get hit very often due to his spiked chain and natural agility. He finds any other vestement then his robes cumbersome and pointless.
Inventory:Sacrificial knife, ten scrolls:
2 of Blinking (Teleporting to another plane of existance and reappearing at a diffrent space on the material, otherwise known as the physical, plane of existance. This spell is instantanous.)
2 of No Light (Light is completely diminshed and only creatures that posses the ability to see perfectly in the dark such as dark ones, yuan-ti, and shadar-kai can use their eyes. No fires or any other light sourced can be activated in the area effected by the spell. This spell has a duration of one day)
2 of Despoil (The very land itself around the catser in a tewnty mile radius is corrupted, this corrupted land may produces evil energies that amplify Hariel's spells and physical body. This spell is permenant.)
3 Hold Person (If this spell is succesful then the subject is completely immobilized for a half an hour.)

A Serpent Symbol (Bestows the Dispel magic, Disintegrage, and destruction spells on the wearer who can only be a Yuan-Ti)
Abilities:Spells:
Tounge Serpents:
The caster's tounge transmutes into a small snake. These serpents can be launched at a distance of thirty feet and once they land they begin to attack if they had not struck their target. Their venom is slightly poisonous and makes the victim fatuiged.
Rapture of Rupture:
The caster chants in the dark tounge as his fingers make contact with his enemy's body three times. When he completes this the sknin he had touched begins to fester and suddenly explodes in pus and blood harming the victim immensely. The victim continues to bleed resulting in fatiuge, loss of limb use (depending on where the vicim is touched), and if left untreated it will culminate to death.
Lahm's Finger Darts:
The nails in the caster's hand harden immensely and launch from his fingertips with homing accuracy at the opponent. The needles inject a small narcotic into the opponent's bloodstream that creates light hallucinations and dizzyness.
Venomspew:
The caster spits a series of acidic darts from his mouth. The acid is extremely potent and the darts of liquid acid pierce the skin like an arrow. Once the acid pierces the skin it begins to destroy any organs, bones, or natural structures inside the vicims body.
Summon Swordwraith:
The caster summons three Swordwraiths from a Despoiled(see scrolls) land. These undead are the raised bodies of mercenaries who were so dedicated to their professions in life that a small piece of their soul (the vicious killing bit) stays with their body and reanimates it creating passionate undead warriors that defy the conventional shuffling undead zombie steryotype.
Steal life:
The caster taps into the life force of a subject and drains it away, adding to his own. Each minute the caster concentrates and makes physical contact with the victim he grows younger add more healthy. This spell can only be accomplished if the subject is immobile and the caster cannot be disturbed during this process.
History:Hariel was born of the Yuan-Ti cult that worhsipped a horrible mutation of the Yuan-Ti kind known as an Anathema, a creature with eigth heads, an evil aura, and a obsession with destruction. When Hartiel was born the great Anathema consumed him whole with the central head on it's body. One week later that same head spewed Hartiel back out and prophesised his greatness as it's own child. Hartiel grew to become strong under the tutelage of the Anathema and became it's strongest servant and emissary of destruction but the anathema grew worried that the other Yuan-Ti of the cult would attempt to kill Hartiel of jealousy of the adoration his "creator" gave him and banished Hartiel from the tribe. Ashamed and furious Hartiel killed the entire cult, Anathema and all. As he searched the ruins of their home he found writings of the Anathema that revealed it's true motives. He left the land distraught and pitiful only to find a human city known as Horristule, a city of corruption and filth. He was quite at home here and easily adapted to the politics of humans. disguising himself with spells like Change Self, and potions to hide his other serpentine features he quickly became the lord of the city, using his influence to slaughter countless denziens of opposing lands. He was the most popular ruler the city had ever seen. Over the course of fifty years he grew bored with this pursuit and created a human clone in his disguised likeness and left it to rule in his place. It still rules to this day and Hartiel could return to take the city's reigns once more if he ever felt the need. Now he roams the land seraching for (As he had done as ruler of Horristule with his many spies and hunters) other cults of Anathema's like his teacher's. He has so far found three and destroyed them all, taking their magical items for himself and using them with the wicked impunity his intelligence and power have earned him.

    Hmm... I don't really know the crowd you would RP this character as very well, but he seems a tad unbalanced to me. For example, he's physically frail, but his chain more or less protects him from most physical attacks, which would cancel out the weakness. He also has a wide range of spells at his disposal, nearly every one of which has at the very least a mildly serious effect.

    But again, I don't know what sort of characters you usually RP around, so this character might be at the right strength for those around him. He would be too powerful for most RPs I play in.

    Well first one must take into account his age. He is not meant to be played as a young warrior who is searching for his power. He lived so long with these potent spells and many more that are not important enough to list. He is a bieng of class and his time as a "human" taught him civility and patience. He rarely uses these techniques unless he must, he would rather summon his swordwraiths and have them do his figthing for him. Another statagey is to use his acid darts to hit each limb making the opponent immobile.

    In which case, you have to be careful what groups you RP with. The story/plot based RPers might not mind it, because to them consistency is more important than balance. This means you'd have to find a good place in their story, though. You'd also have to have Hartiel hold back most of the time, which it sounds like you were going to do anyway.

    Many RPers care a lot about having characters that are on par with each other. That means that even if your character's history supports the character's power, if the character is too powerful for that group, you won't be very welcome. Even if Hartiel doesn't resort to his full power 99% of the time, the fact remains that he would have his full power to fall back on if he thought he was going to lose the fight otherwise. This makes for an unbalanced situation in which others can defeat your character only if you let them.
