If this legislation passes, it's like a mother giving birth to her child and having the government step in and be like "The baby is safe with me lol!" and training that kid from birth to be either a super soldier or a courtesan and never know their family, and vice versa.
It would be like walking into a bread maker's shop and, when he's not looking, take his craft... and when he's all "OMGWTFBBQ, PUT IT BACK OR PAY FOR IT! D<" and responding with "Well, you orphaned it, sooo... I'm taking it. Don't have to pay for orphaned works, lawl. =D *walks away*"

If you have any passion for your work at all, and I pray you do, you will fight, and fight hard! The most we can do as citizens is alert our representatives, but it's better than just sitting back and saying "I can't do a single thing."
