I like your character design and shading! :] I agree with Victoria_Starkey. IoI Sparkle IoI is realling bad at giving advice.
Yes, the anatomy is a little weird (short arms, big neck)
But I think the waist would be fine if you corrected a little of the anatomy and made everything else skinnier. The thong/underwear is fine. I've seen lots of characters with something like that. Don't worry, I can tell the "oval thing" is blush. This is actually pretty good, keep practicing - Report As Spam

I'm sorry to say you give really, really poor critiques. Like wow. Feedback is supposed to help the artist. Not make yourself look like a b***h.
Though I do agree with what was said, there are many better ways to go about it.

- She must have great balance to stand like that. What is the oval thing on her face? She must be anorexic, because her belly is really small. I'm not sure if the underwear industry makes G strap thongs that go above the waist. She has a pretty fat neck compared to the shoulders. Her arms are really short, because if she were to want to grab some change out of her pocket if she were to wear pants, she'd have to bend down to do so.
